This bill discusses the issuance of provisional licenses for cannabis activities till January 1, 2031, to local equity applicants. A local equity applicant is someone who has applied to engage in commercial cannabis activity and meets the requirements of the local jurisdiction's local equity program. This program supports those adversely affected by the criminalization of cannabis. The bill authorizes the Department of Cannabis Control to provide a provisional license for these activities if the applicants meet certain specifications. The department can also renew this provisional license until it issues or denies the applicant's annual license or until five years from the date the license was first provided. Irrespective of the cost incurred, this act will not require reimbursement as it either establishes a new crime or changes the penalty or definition of a crime. It also states that this act furthers the Control, Regulate and Tax Adult Use of Marijuana Act's intentions and purposes.
